PHATS (Pine Hills Area Trails System) is a group of like-minded individuals representing a broad array of interests (hikers, mountain bikers, small businesses, equestrians, naturalists, tourism advocates, appointed and elected officials) encouraging the Town of Plymouth to pursue the PHATS Concept on the property currently owned by Holtec Decommissioning International (HDI) - the organization currently decommissioning the nuclear plant.

PHATS is working in conjunction with the Massachusetts Coastal Pine Barrens Partnership Steering Committee who has endorsed the pursuit of a Forestry Legacy Grant intended to acquire the property in question.
